RubyNEAT in the making...
I am on my “sabbatical” right now to add some powerful new features to the only Ruby implementation of Neural Evolution of Augmenting Topologies (NEAT). It’s aggressive and ambitious, but I am adding ES HyperNEAT, modular networks, and phenotype queuing .
See https://github.com/flajann2/rubyneat and http://rubyneat.de for more details. To learn more about NEAT in general, please see http://www.cs.ucf.edu/~kstanley/
