Dropping RHEL6, Debian 7 and Ruby 1.8 support

We’re considering dropping support in Passenger for RHEL/CentOS 6, Debian 7 and Ruby 1.8, these old distros slow down our development process and prevent us from using C++11. What do you think? Let us know: https://github.com/phusion/passenger/issues/2119
